Deemed status to be extended
Deemed professional engineers will receive an 18-month extension from the previous deadline of 1 July 2026 to meet registration requirements under the Professional Engineers Registration Act 2019 (PERA).
Engineers previously registered as building practitioners under the Building Act 1993 will now have until 31 December 2027 to demonstrate they meet the qualifications and experience requirements under the PERA.
Deemed endorsed professional engineer
If you were a registered building practitioner before 1 July 2021, your registration and endorsement was automatically transferred to the Business Licensing Authority (BLA).
Your registration will expire soon, and you must provide the BLA with a successful assessment report before 1 July 2026 to continue to offer professional engineering services.
What you must do
Deemed professional engineers must provide the BLA with a successful assessment report before 31 December 2027 to continue to offer professional engineering services beyond that date.
Two assessments are required for each area of engineering on your registration:
1. A qualifications and experience assessment, and
2. A building industry endorsement assessment.
Assessment requirements
Qualifications and experience assessments determine if you meet the qualification and experience requirements or competency requirements for each of the areas of engineering in which you wish to apply for registration.
Building industry endorsement assessments require you to have demonstrated knowledge and practical application of:
- Victorian building laws and standards, and
- the operation and use of the National Construction Code as it applies to the relevant area or areas of engineering.

The assessments must be done by a BLA approved assessment entity. Assessments for qualifications and experience and for building industry endorsement are typically sought from the one assessment entity, but can also be completed by different assessment entities if you choose.
The BLA cannot accept any other documentation as evidence of your qualifications and experience, including a National Engineer Register certificate, organisation membership certificates or academic transcript.
Once you receive your assessment outcome report, you must lodge it with the BLA before 31 December 2027. If you do not, you will no longer be able to provide professional engineering services in or for Victoria unless under the direct supervision of a professional engineer registered in Victoria.

Renewing your registration and endorsement
You must apply to the BLA before your registration and endorsement expire to continue providing professional engineering service in Victoria.
You should provide your assessment outcome report prior to your registration renewal. If your renewal is due prior to 31 December 2027 and you do not provide an assessment outcome report, the BLA will only extend your registration period to 31 December 2027.
To renew your registration and endorsement, you must have completed the required continuing professional development (CPD) over the last registration period.

Maintaining your registration and endorsement
All deemed engineers must continue to meet the obligations of registration and endorsement. This includes complying with the professional engineer code of conduct, maintaining insurance and renewing registration when due.
As part of your endorsement, you must confirm your professional indemnity insurance details and submit an annual statement every year. This is completed through myCAV.
