Deemed endorsed professional engineers must provide a successful assessment outcome report to the BLA by 1 July 2026.

If you were a registered building practitioner before 1 July 2021, your registration and endorsement was automatically transferred to the Business Licencing Authority (BLA).

Your registration will expire soon, and you must provide the BLA with a successful assessment report before 1 July 2026 to continue to offer professional engineering services.

What you must do

You must get an assessment of your qualifications and experience in the area/s in which you are registered and endorsed. The assessment must be done by an approved assessment entity.

You must lodge your assessment report with the BLA before 1 July 2026. If you do not, you will no longer be able to provide professional engineering services.

You should lodge your application with an assessment entity as soon as possible to make sure you can provide your final report to the BLA by 1 July 2026.

Assessment Report

The BLA has approved several assessment entities and you can choose one that suits your needs.

The assessment report must be titled ‘Professional Engineer Registration Victoria – Report on Outcome of Qualifications and Experience Assessment’. This report must confirm you have been assessed for:

  • registration in your deemed area/s of engineering; and
  • endorsement to engage in the building industry in your deemed area/s of engineering.

Important: You must ask your assessment entity for an assessment for both registration and endorsement.

The BLA cannot accept any other documentation as evidence of your qualifications and experience, including a National Engineer Register certificate, academic transcript or interstate licence certificate.

Renewing your registration and endorsement

You must apply to the BLA every 3 years to maintain your registration and endorsement, otherwise it will expire.

To renew your registration and endorsement, you must have completed the required continuing professional development (CPD) over the last 3 years.

Deemed registered and endorsed professional engineers were exempt from completing CPD until 1 July 2024. From this date, you will need to comply with the CPD requirements to renew your registration and endorsement.

Maintaining your registration and endorsement

As part of your registration, you must confirm your professional indemnity insurance details and submit an annual statement to the VBA every year. This can be done through myCAV. You can contact the VBA for assistance with your insurance obligations.
