Definition: From 1 March 2027, ‘energy efficient fixed heater’ means:

(a) an electric, non-portable, non-ducted air conditioner or heat pump capable of heating with a 2 star or above heating rating

(b) an electric ducted heating system with a Heating Seasonal Performance Factor of 3.2 or above.

What to install

Minimum requirements

When it applies

  • No fixed heater
  • Gas space heater < 2 stars
  • Electric space heater < 2 stars
Install/upgrade to an energy efficient fixed heater in the main living area

Immediately - required under current minimum standards
  • Gas space heater >2 stars
  • Gas ducted heating system
  • Electric space heater >2 stars
  • Electric ducted heating system
Upgrade to fixed energy efficient heating system in the main living area that meets the above definition.
When an existing system permanently fails or cannot be repaired
  • Liquified petroleum gas (LPG) space heater
Upgrade to an energy efficient fixed heater in the main living area that meets the definition above.


OR


Replace with LPG space heater.
When an existing system permanently fails or cannot be repaired
  • Wood heater (Domestic solid fuel burning appliance)
Upgrade to an energy efficient fixed heater in the main living area that meets the definition above.


OR


Replace with wood heater. 
When an existing system permanently fails or cannot be repaired
  • Gas or electric hydronic heater
Upgrade to an energy efficient fixed heater in the main living area that meets the definition above.


OR


Replace with an electric hydronic heater.

Energy efficiency ratings are displayed on products at point of sale or in product manuals, making it easy to purchase an appliance that meets the standard. You can also check the VEU Product Register to find a system that meets the standard.
