New laws require fuel retailers in Victoria to report fuel prices and comply with maximum daily fuel price requirements (price caps).

Fuel price information is published on Servo Saver, in the Service Victoria app. Servo Saver compares fuel prices from retailers across the state, helping Victorians make informed choices about where to refuel.

From 10 March 2026, all fuel retailers must comply with both fuel price reporting and maximum daily fuel price requirements. 

Fuel retailer obligations 

Fuel retailers must:

  • register with Service Victoria and receive a notice of confirmation before selling fuel, including registering the details of each service station they operate
  • provide accurate and timely fuel pricing data for all fuel types and service station locations they manage
  • report prices for each individual service station
  • comply with maximum daily fuel price requirements for each fuel type they sell, from 10 March 2026.

Penalties apply for failing to meet these obligations.

What you must do 

Fuel retailers must complete the following steps:

Step 1: Create a Service Victoria account  

Create a Service Victoria account and business profile via the Service Victoria website.

See the guidance material to complete your business profile and submit the fuel application.  

Step 2: Register your locations 

You must register your business and register all the locations you manage so you can get ready to report fuel prices. 

Step 3: Choose how you report prices 

Once Service Victoria has activated your account and you have been notified that you are a confirmed fuel retailer, you must choose how to report your prices:

  • manually via the web portal, or
  • automatically via the API.

After completing this step, notify Service Victoria by:

From 10 March 2026, you must also submit the next day’s maximum fuel price (cap) for each fuel type you sell.

What you need to know

Fuel price reporting

  • Prices must be updated within 30 minutes of a change.
  • The prices you report must match those you charge customers.
  • Temporarily unavailable fuel must be reported as soon as possible.
  • Separate prices must be reported for each outlet you manage.
  • You must notify the Service Victoria product team of any changes to your registration details within 14 business days, including:
    • business name changes
    • new or closed locations
    • changes to key contacts.
  • Price boards must continue to be displayed at service stations. This requirement has not changed.

Maximum daily fuel price (cap) requirements

From 10 March 2026, fuel retailers must meet the following maximum daily fuel price (cap) requirements:

  • Submit the next day’s maximum daily fuel price between 8.30 am and 2 pm each day.
  • Prices submitted by 2 pm will be published on Servo Saver by 4 pm.
  • The maximum daily fuel price will apply from 6 am the following day and remain in place for 24 hours.
  • Once submitted, fuel prices cannot increase during the day. Prices may only be reduced.
  • Retailers may start the day at a lower price than the submitted maximum daily fuel price. Once a retailer lowers their price, it cannot be increased again until 6 am the next day.
    • Example: If the cap is $1.60, a retailer may sell fuel from 6 am at $1.50, but cannot later increase the price to $1.55.
  • If the 2 pm submission deadline is missed, the current day’s maximum daily fuel price will automatically roll over to the next day.
  • Prices displayed on pumps and price boards must not exceed the applicable maximum daily fuel price for that day.

Compliance and enforcement

It is an offence to sell fuel if a fuel retailer fails to register with Service Victoria and receives a notice that they are a confirmed fuel retailer. Penalties apply.

Consumer Affairs Victoria monitors the fuel market to ensure compliance. Servo Saver also allows motorists to report fuel retailers who have not shared accurate fuel prices.

We know most retailers want to do the right thing and will support you to understand and meet your obligations. However, retailers must have processes in place to ensure accurate and consistent price reporting. Where obligations are not met, further compliance action may be taken.

Retailer FAQs

About mandatory fuel price reporting

Retailers must update their fuel prices as soon as practicable, but no more than 30 minutes after a change in price, so prices can be published in Servo Saver. This applies to every service station. Read the Regulations.

Failing to update prices is a breach of the regulations. Consumer Affairs Victoria may take compliance action, including direct engagement, public warnings or enforcement action in more serious cases.
Once a retailer submits a price change, the updated price is displayed in Servo Saver in the Service Victoria app as soon as the data is received.

About maximum daily fuel price (cap) obligations

From 10 March 2026, fuel retailers must submit a maximum daily fuel price (cap) for the following day under Phase 2 of the Fair Fuel Plan.

  • A cap is the highest price per litre a retailer can charge for a given day.
  • Caps apply for 24 hours from 6 am each day.
  • Retailers must not increase fuel prices during the day. Prices may only be reduced until the next day’s cap applies.

Maximum daily fuel prices are set by each individual fuel retailer.

Submitting maximum daily fuel prices (caps)

The law requires retailers to submit the next day’s cap by 2 pm on the current day so it can be published on Servo Saver later that afternoon. This gives motorists as much notice as possible of any potential fuel price increases for the next day.

Yes. Caps for the following day must be submitted between 8:30 am and 2 pm.

By 4 pm on the current day. Prices are published on Servo Saver in the Service Victoria app.
If the deadline is missed, the system will automatically roll over the current day’s cap to the next day.
Yes. Submission and publication times are the same every day, including weekends and public holidays.
No. Retailers can only submit a cap for the following day. If no price is submitted, the current day’s cap will automatically roll over.
An on-screen confirmation will appear once the submission is complete.

Pricing during the day

No. Retailers can start the day at a lower price, as long as it does not exceed that day’s cap.

For example, if the cap is set as $1.60, a retailer may sell fuel from 6 am at $1.50. Once a retailer lowers their price, they cannot increase it again until 6 am the next day.

No. Once a retailer lowers their price from the maximum daily fuel price, they cannot increase the price again until 6 am the next day, when the next day’s cap is applied.

Operational scenarios

If your site is closed at 6 am, no updates are required while it remains closed. However, pumps and price boards must match the reported fuel prices before opening.
The cap applies from 6 am, regardless of staffing. Retailers are responsible for determining how they meet their obligations and are encouraged to seek independent advice if needed.

Compliance and support

Yes. Fuel retailers who do not comply with mandatory price reporting obligations or maximum daily fuel price obligations may face fines of over $3,000 per breach. Higher penalties of over $24,000 may apply if the matter is taken to court.
All service stations must comply with mandatory price reporting obligations and maximum daily fuel price obligations. Where prices are reported separately for individual sites, each site may be assessed independently for compliance.

From 10 March 2026, from 4 pm until 6 am, Servo Saver will show:

  • the current fuel price, and
  • tomorrow’s maximum fuel price (cap).

This helps motorists decide whether to buy fuel now or wait until the next day.


Tomorrow’s maximum daily fuel price (cap) is published in Servo Saver by 4 pm the day before. It appears as ‘tomorrow’s price cap’, giving motorists advance notice of any potential price changes.
No. Once published on Servo Saver, a cap cannot increase until after it has applied for the full 24-hour period and the next cap comes into effect (at 6 am the day after tomorrow).
Maximum daily fuel prices are set by individual fuel retailers.
No. The Victorian Government does not set a maximum limit. Maximum daily fuel prices vary based on market conditions and the previous day’s prices.
No. Prices shown in Servo Saver are the standard price per litre before discounts, loyalty points or special offers. You may still use any discount or loyalty programs when you pay at the service station.

Try refreshing the Service Victoria app. Differences may occur due to:

  • minor delays in updates
  • retailers not updating prices within 30 minutes
  • technical issues with the app.

If the price still doesn’t match, submit feedback through the app so the information can be reviewed and updated where needed. Simply open Servo Saver, tap on the service station listing and select ‘report an issue’ or ‘give feedback’.

If the price shown in Servo Saver is lower than the price displayed on the fuel pump or price board for the same fuel type, the lower price should be applied at the time of purchase.
