Victorians will have more help to resolve building issues, with the launch of a new Domestic Building Legal Service.

The Victorian Government is investing $14.5 million over 5 years from 2026, with the new services rolled out in a phased approach.

The current service already gives free one-on-one support to homeowners who can't resolve a dispute with their builder.

The new service will now be available to people at any stage of the building process. It will provide:

  • legal information and self-help resources to help consumers avoid lengthy disputes and navigate less complex building matters
  • legal advice to homeowners who need tailored guidance on their dispute
  • direct advocacy and representation for homeowners with more complex or systemic disputes with their builder
  • referrals to other relevant advice and support services earlier.

Consumer Affairs Victoria Director Nicole Rich said the new service will help protect and support consumers making what is often their biggest financial investment.

'By improving the Domestic Building Legal Service, we are making sure homeowners can access the help and advice they need to protect that investment,’ Rich said.

The changes follow a comprehensive review of the service including consultation with stakeholders and service users. It confirmed the need for continued funding to support consumers, but that support is not getting to everyone who needs it. It highlighted opportunities to strengthen the program by expanding eligibility and services. Further information is available on Engage Victoria.

The service will be delivered in partnership with community legal organisation Justice Connect - the current service provider - and the Consumer Action Law Centre.
