Operators must notify the Director of Consumer Affairs Victoria of their retirement village’s details through myCAV from 1 May 2026. 

Operators must lodge a separate notification for each village they are responsible for, even if they have done so previously under the former registration requirement. 

If the village had a registration prior to 1 May 2026 it will be expired from this date and the operator will need to re-notify via myCAV.

The notification must include:

  • the name, physical address and postal address of the proprietor (if different from the operator) and their ABN or ACN
  • the date the land was formally registered as a retirement village (when the section 9 notice was lodged with the Registrar of Titles (Land Use Victoria))
  • the name, physical address and postal address of the operator and their ABN or ACN
  • whether the operator is a not-for-profit, charitable, religious, volunteer or cooperative organisation
  • the date the operator commenced operating the village
  • the types of rights to occupy premises available to residents (for example, property ownership, lease, company title or unit trust) 
  • the number of residential premises available and whether they are occupied
  • the peak number of residents in the previous 12-month period
  • the date by which the annual meeting of residents must be held.

You will receive confirmation via myCAV and the village’s details will be updated on the public register as required.

A penalty applies for failure to notify.

How to notify of retirement village details in myCAV

Step 1: Sign into your myCAV account by entering your email address and password, then click the ‘sign-in’ button. This will open your myCAV account.

Step 2: Once you are in your myCAV account page, scroll to the ‘Apply for a licence or registration in myCAV’ section and select ‘Retirement Village’.

Step 3: Select ‘Lodge a retirement village register notice or exemption application’.

Step 4: Once prompted, select the ‘Notify of a new retirement village’ form to complete the notification.

Annual notification of village details

Every year, operators must notify CAV that their details have not changed or that a change to their details is required. 
 
Your first annual notice is due within 12 months of your initial notification. After that, it is due on the anniversary of the previous notice. You will be sent a notification via myCAV before the due date to lodge the notice.
 
The annual notice is required in addition to any updates to village details provided throughout the year. 
 
Annual notices are lodged through myCAV.
 
A penalty applies for failure to provide an annual notice. 

How to lodge the annual notice in myCAV

Step 1: Sign into your myCAV account by entering your email address and password, then click the ‘sign-in’ button. This will open your myCAV account.

Step 2: Once you are in your myCAV account page, you will see the Retirement Village name under the Licences and registrations section. Below the name, click on the ‘Annual notices’ button.

Step 3: The Retirement Village annual notices page will open. You should see the Retirement village annual notice with the annual notice [year] available to lodge. Click ‘Lodge’ This will open the annual notice form to complete the notice.

Notification of changes to village details

Operators must notify the Director within 14 days of any change to the details provided in the notification. 

Notification of most changes can be lodged through the myCAV portal. Once you are in your myCAV account page, you can ‘view or edit retirement village details’ if you are the retirement village responsible person. 

This will open the Organisation details of the retirement village where transactions can be accessed to change or update details, for example, ‘Change the operator of the retirement village’.

If there is a change to name or address details of the operator or proprietor, these transactions are not available in myCAV. You can notify CAV via Contact Us.

A penalty applies for failure to notify CAV of changes within 14 days. 

Providing annual dispute report to the Director

Operators must keep a record of all village disputes of which notice has been given, including records of outcomes and actions taken and present a report to the annual meeting on:
  • the number and nature of disputes in the previous year
  • the outcome of each dispute, and
  • any changes made or proposed in response. 

The report must not identify the parties to any dispute. 

Within 14 days of the annual meeting, the operator must provide a copy of that report to the Director. 

The annual dispute report is lodged through myCAV.

A penalty applies for failure to provide the report within 14 days.

How to lodge the dispute report in myCAV

Step 1: Sign into your myCAV account by entering your email address and password, then click the ‘sign-in’ button. This will open your myCAV account.

Step 2: Once you are in your myCAV account page, you will see the Retirement Village name under the Licences and registrations section. Below the name, click on the ‘View registration details’ button.

Step 3: The Retirement Village registration details page opens. Under the ‘Dispute Reports’ heading, click the ‘Lodge annual dispute report’.

Step 4: The Retirement Village dispute reports page opens. You should see the Retirement village dispute report with the applicable [year] available to lodge. Click ‘Lodge’ This will open the dispute report form to complete.
