About the funding round
The Victorian Property Fund (VPF) grants program is holding a two-stage funding round to support housing development projects that will increase the supply of affordable and environmentally sustainable community housing for low income and disadvantaged Victorians.
The process involves:
- an invitation for expression of interest (IEOI) process, where eligible respondents are invited to put forward project funding opportunities for initial assessment; and
- a formal grant application process, where those respondents with shortlisted proposals are invited to formally apply for a VPF grant.

How much funding is available?
$21 million has been reserved for grants over three years (2018-19 to 2020-21). Competition for this funding is expected to be strong.
Who should respond?
Incorporated not-for-profit community housing organisations, with significant experience in developing and managing long-term community housing in Victoria, can respond to the IEOI.
Responses should not be made by:
- for-profit organisations
- state or federal government departments or agencies
- universities, TAFEs and other academic institutions
- churches or religious organisations
- local councils.
This round seeks proposals for the development of long-term housing only. Proposals for other types of housing, including crisis/emergency, transitional or respite housing, will be considered non-compliant and not further assessed. More detailed information on preferred and non-preferred proposals is provided in the IEOI.

Grant application stage
After the expression of interest stage is completed, we intend to invite those respondents whose proposals were shortlisted to apply for a VPF grant.
All grant applications will be formally evaluated, with independent recommendations made to the Minister for Consumer Affairs by us and the Estate Agents Council. The awarding of grants is at the sole discretion of the Minister.
