From 25 November 2026, agents’ representatives in Victoria must hold a direct individual registration with the Business Licensing Authority (BLA) before carrying out duties or representing themselves as an agents’ representative.
Once registered, agents’ representatives will need to update the BLA directly about any changes relating to their registration, pay an annual registration fee and submit an annual statement to the BLA.
Estate agents must not employ an unregistered person as an agents’ representative.
Agents’ representatives must continue to be employed and supervised by a licensed estate agent.
Information for existing agents’ representatives
If you’re employed by a licensed estate agent as at 24 November 2026, and your employer has notified the BLA of your employment, you’ll automatically be registered as an agents’ representative from 25 November 2026. You don’t need to apply for registration.
You should create a myCAV account before 25 November so we can contact you about your registration and ongoing obligations. From 25 November, you can log in to myCAV to view your registration details.
If your employer does not notify us by midday on 24 November, you will need to apply for registration through myCAV starting on 25 November.
What is myCAV?
myCAV is our online system. It helps you manage registration obligations without printing or mailing paper forms to us. You can also complete other tasks for Consumer Affairs Victoria and the BLA.
Create a myCAV account
Create a myCAV account before 25 November 2026 so we can contact you about your registration and ongoing obligations. If you already have an account, make sure you can still log in.
If you can’t access your account, you may need to reset your password. Follow the prompts in myCAV.
To create your account, you must use a personal email address (for example, a Gmail or Hotmail account rather than a business account). Your email address and password give you secure access to myCAV.
Create or sign in to your myCAV account
Create a myCAV account now so we can contact you about:
- your new registration
- your ongoing obligations.
Before 25 November, sign in to check that:
- your role as an agent’s representative is shown correctly
- your current employer details are correct
- your home and postal addresses are correct.
On or after 25 November, log in again to view your registration. You’ll be able to view and download your digital registration certificate and update your details.
Personal details you must enter
Enter the following information:
- your full name (as shown on your identity documents)
- your date of birth (as shown on your identity documents)
- your mobile number (or another phone number) your personal email address.
Use a unique email address. You can’t use an address that you share with other people.
Security details
After you enter your personal information, select Next to go to the Security details page.
Create a password. Your password must:
- be at least 8 characters long
- include at least one lowercase letter
- include at least one uppercase letter
- include at least one number
- include at least one special character.
You must also set up security questions. These will help you get back into your account if you change your email address.
When you’re done, select Register.
Do we already know you?
You may be asked whether you have ever held a licence or registration with us.
- If your name and date of birth match our records, we won’t ask for more information.
- If you create your account before 25 November 2026, you may be asked during the myCAV account creation process whether you hold a current licence or registration. As agents’ representative registration does not start until 25 November 2026, select No.
Troubleshooting myCAV
Why can’t I use my preferred email address?
You may get an error when creating an account if:
- the email address is invalid (check that you typed it correctly)
- the email address is already in use.
Each user must have a unique email address. If your email is already registered, you’ll need to use a different one.
I can’t access my existing myCAV email address
You can reset your myCAV account by confirming your identity on Recover your account.
I can’t see my current employer in myCAV
If you sign in (or create an account) and can’t see your employer details, it usually means the information you entered doesn’t match what we have on file.
Check the public register and follow the steps below:
- If your details are displayed incorrectly or are not listed, contact your employer to update your details with the BLA.
- If your details are displayed correctly, contact us for help.
My employer information is incorrect in myCAV
If you sign in (or create an account) and your employer details are incorrect, contact the officer in effective control or the licenced estate agent employer to update your details with the BLA.
I didn’t receive my activation email
1. Check your spam or junk folder for the activation email. If the confirm email screen is still open in your browser, select
Re-send link to request another activation email.
2. If you closed the screen, go back to
myCAV and sign in using your email address and password. Then follow the option to re-send your activation email.
